Default trying less neg

I think Im getting to resolve my problem

I have a y Clark air foil, I made a sanding jig that keeps them uniform,I weighted the blades near the front edge like you do on a airplane cg set up on the wing,and I have about 2 degrees neg., maybe its to much because I get lots of spin and no lift , and my plastic hinge is what flaps Ill try to send you a picture.
