Default Usable Capacity

Fromeco has a tab called "Specifications" in their battery
pages on the website.
One of the specification tabs is called, "Usable Capacity"
For the Relion, and the A123's the capacity and usable capacity vary quite a bit.

What should a capacity check of the battery be based on, the stated or usable capacity?

If I do the math using 2300 as the capacity on my new A123's I get 87%.
If I use 2000, my capacity goes up to 99%.

Any thoughts?
