Default NiCad Discharger for Tx & Rx Packs

Hello

I have a quick question regarding your "NiCad Discharger for Tx & Rx Packs". I have a bit on knowledge regarding resistors but I was able figure out what
Sot 16k4. So far I know tha it's 16.4 ohms but I can't figure out what "sot" stands for! I checked on digikey.ca about the package "sot" but was unable to find anything.
The circuit in question is "http://www.uoguelph.ca/~antoon/gadgets/disch.htm"
Please let me know what you think.
Any insight in this matter would appreciated
Thanks for you time
