AccelRate - new co. w/unlikely claims

I stumbled across this while looking through news articles and wasn't sure what to make of it.

This anything to keep an eye out for or are they just blowing smoke?

If I've got it straight they claim an 80% reduction in charge time by alternately charging then discharging the batttery. Supposedly this reduces the battery resistance. So if we look at this from a logical viewpoint
1. 80% reduction time based upon what charge rate? C/10 C/5 1C 2C leaves the field kinda wide open doesn't it.
2. The web site's sole purpose is to promote this new technology.
Should be pretty easy to duplicate their claims or at least design an experiment to attempt to. For what it's worth I don't feel the need.
