Default e-station 301 charger

HI :
JUST RECIEVED MY E-STATION 301 CHARGER #$%#*&#$, WHAT IS GOING ON ??????????????????????????? BOUGHT THE POWER SUPPLY THEY WERE RECOMMENDING & THE DEANS CLIPS WITH LEADS.
OUTPUT POWER FROM SUPPLY MEASURES 13.5 V DC.
THE LIPO BATT IS ( APOGEE-7.4 V 2S1P 830 MAH ). SET CHARGER TO LIPO CHARGE, 0.2 A, 7.4 VOLTS, HIT START BUTTON FOR 3 SEC ( IT CHECKS BATT VOLTAGE AUTOMATICALLY ), SIGN ON CHARGER
READS LOW BATT VOLTAGE. WHATS WRONG BILL

Bill, your charge rate should be 800 mah or C1. .2 A is too low. The other possibility is that the lipo is bad where the voltage is too low. Does not sound like a charger issue.

Quite a few chargers will refuse to charge a Lipo if it has fallen below 3v per cell. There has been a few threads on this topic.
