Default LiPo: same voltage..just lost all capacity

I currently have two 10C 11.1V 2200mAh LiPo battery packs, but for no reason at all one isnt working quite right.
Upon charging the pack, I have noticed that although the voltage is brought up to a nice 12.6V during constant current charging (at this time it has pumped about 400mA into the pack..a lot less than usual), then it continues to charge at variable current for about another 150mA before it declares the pack as full.
I have run (and am currently running another) about 2 slow-discharge-slow-charge cycles, but the pack still doesnt accept the proper amount of amps.
When I use my charger to discharge, and set it to discharge at 1C or 2200mA, it only discharges at 1.7, slowly bringing the rate up as the battery discharges. By the time it is at 2A, the pack reads 10V.

OK for some reason while discharging my battery just now, the charger brought it down to 8.5V while discharging at 2.2A (a damaging level for lipo cells?), I disconnected it and will await for diagnosis from someone here..wouldnt want to burn my house down.

Is there a bad cell in my pack? or is somewthing else wrong. This pack isnt that old and hasnt been mis-treated. It seems weird that the voltage would remain at a nice level but the current would totally drop.

Also, when a pack says it is 11.1V, does this mean the cell voltage is 3.7 volts (3 cells in a pack, 11.1/3=3.7), because my charger had an option for 3.6 and 3.7 and I charge at 3.7 (hopefully I made the right choice).
