I'm about to build a 2s2p pack using Emoli cells, and attached is the layout and connections of the cells. The small rectangles to the right signify the tap connections.

I will be using a "Blinky" to balance the cells. What I want to know is, where do I attach the leads for the third tap, and which lead goes where to the "Blinky"?
