Earl, if you have a standard voltmeter already, and don't mind a little soldering, you could buy a 10 ohm 5 watt resistor and solder it between the positive male & female leads on a servo extension, solder two banana plugs on the female end, and voila, a 480 mah (+-) load will be placed on a 4-cell pack and a 600 mah (+-) load will be placed on a 5-cell pack when you use this fancy extension between your battery pack and your voltmeter.
Otherwise, I'm sure Towerhobbies.com will have exactly what you're looking for, already made.
(It's more fun to make it yourself, though!)

For loaded meter I like to use #44 automotive light bulb, one loads at about 250 mA, two in parallel will give you about 500 mA. There is an article on this on the Battery Clinic web site. www.rcbatteryclinic.com
