Would replacing continuous foam hinges on my Hawk Sky with a "hinge tape" of some kind speed up the rolling ability?
If so ; What is the best tape to use?
What sizeand how far apart?
Upper and lower pairs?
Ailerons are currently 12" x 1 5/16".
Would making them bigger increase the speed of rolling?
Any other suggestions?

The simple answer to you question is - no. As we have stated in previous threads where you have asked similar questions, you are simply facing the limits of the design in the aircraft you are flying. It's simply not designed to do what you want it to. If you want a faster roll rate it's time to move to a different plane
