Will my astro hog taxi and steer ok without tail wheel being hooked to rudder? Setup as a freewheel but dont seem like it would

steer at slower speeds. please give advice and or guidelines for correcting this if needed. ty jeff

First: What is your definition of "OK"?

There are numerous factors effecting and affecting your decision. If you are good at using the throttle and the rudder to make turns, you probably will do OK.
If your wheel can just rotate, in breezy crosswinds, the tailwheel will try to bring the nose into the wind. Depending on traffic that may not go well as you try to taxi out. Sometimes, Using my Eindecker, 101" w/s, I had big problems with just a skid. I had to burp the engine, and use some down elev. to pop the tail up, while ruddering it to change directions. Finally I just added a small fixed wheel on the end of the skid. It is much easier now yet the same procedure applies, just need a lot less.
If your wheel is fixed in the fuselage and will turn, a wire can be attached to the wheel leg, then run through a wire V on the rudder and that will usually work fine as long as the wire is at least 1/16" music wire and not over a couple inches long. Old coat hanger wire will do the job.
One point to watch is if your non rudder-attached wheel is free castering, it can do some real wander-lust when you don't really need it. If it is fixed, then you will need to lighten the load down elevator for lifting the tailwheel up, and rudder for the direction. The wheel does not like to move sideways, it will, but doesn't like to.

I would attach the tiller arm to the tail wheel assembly. Then
attach to the rudder for positive control.
