you probably COULD, but typically bipes are draggy enough that simply reducing the throttle (while maintaining altitude) is more than enough to slow it down.
more details like what bipe / motor / prop / weight would be helpful.

If you're landing hot there's a few things to check. You're CG may be too far forward, or too high of an idle on your engine.
Other than that perhaps you're approach is too steep.
lastly flaps aren't speed brakes they are lift augmentation devices with drag as a by product. As stated above biped are already draggy
