Setting up control throws

I have just about completed my Avistar and am in the process of setting up the control throws. Everything seems pretty straight forward except for the elevator. The book says to adjust Low Rate for 1/4" up and 1/4" down, which is fine. Then it says adjust High Rate for 3/8" up and 1/4" down. My question is how do you set it up for uneven throws? I am using a Futaba 6EXA which I assume I can use EPA to do this. Am I on the right track and what do people do who don't have a computer radio?

Yes, you use EPA to adjust the end points in both directions seperately.
If you don't have a computer radio, you fake it. Either you don't bother with the differnet throws in each direction, or you set it up to have differnet throws on both high and low rate.
Control throws are mostly personal preference anyway. Use what the manual suggests as a starting point and fly it as close to that as you can get. Then, if you decide you want more or less elevator or aileron or whatever, you should adjust it as you see fit. If you're working with an instructor, they might even have suggestions for setting your rates.

I would just ignore it. I find it very hard to believe it would be worth using high and low rates for such a tiny difference. Just use the "high rate" value, and learn to be gentle on the sticks.
I have a Hitec Flash 5x, and unless I'm mistaken, it doesn't have separate EPA for up and down. I think it's more likely that the geometry of the plane (the control horns and the servo arms) results in uneven travel, not that you have to set it. Set the up amount correctly, and I bet the down will be pretty close to what they say.
Running out of up elevator is much more of a problem than running out of down, because you need the up elevator to land the plane.
