Rascal 40 assembling question?

To assemble my rascal 40 arf, I have everything but the dremel and drill bits. The manual mentions drilling holes from as low as 1/32 to 1/4 ". Home depot didnt have any less than 1/16. Where can I get a drill bit set for these sizes?
Do I get a manual drill or motorised drilling machine?

Hi JNorton, thanks but it doesnt seem to be less than 1/16 though...I think am confused not clear about the relation between the Drill#, Drill dia size etc...oh its confusing.
