does anyone know of any starters that run off of standard 110V AC

I should have explained further than I did. A step-down lets you power a 12v. unit from 110v. outlet by converting AC to DC and dropping down to 12 volt. Lot of RV campers use the step-up converters to run 110v. equipment from a truck battery.
