I saw a very low KE two years ago. Very high speed pass. Plane rolled to KE. It was so low that the wing touched the runway and started to grind away. Plane did not cartwheel. Plane eventually rolled out of the KE, flew around some and then landed. Upon inspection after landing, one wing was now about 3" shorter than the other.

Is this only for KE's? or anything goes?

If anything if you shear the landing gear off your Cap does that count? i see a guy do that...of course it was right after take off and the engine quit (but then it wasn't running that well on the ground) and the engine had only one flight on it (not really broken in imho). Not sure why he took it up (or rather attempted to).
