Looking for plane easy to build or ARF. already had the Firebird Outlaw which was a peice of junk and am looking for a plane that can fly in up to 10 mph. winds and at least 2 channel and max price of $100

Max price of $100 complete? That will be hard. Do you want another park flyer? Or are you looking for glow? The picture you attached (Superstar EP RTF) should be good, but it is not a park flyer.
Look at the new ParkZone planes. [link=http://www.parkzone.com]Web site is here.[/link] Though they are more than $100. The cub is $160 at my LHS, but is complete. They are on the same 27MHz channels as the Firebirds are.
I have an Outlaw, that I purchased for my son. I have finally gotten the hang of flying it. I just let it get up high and glide it back down, steering as I go. Not as impressive as my glow planes, but the park is 2 mins away, while the club field is 30 mins.
Best advice I can give you is to find a good hobby shop close to you and ask them. The good ones usually have at least one person that flies.

The $100 limit is going to shoot you down.
You can't get a decent 4 channel basic RC system for under $95 on sale. Then you need the airplane... and motor/engine... support stuff...

Your best bet in anywhere near that price range will likely be an Aerobird Challenger. You can find them in the $125 to $150 range. Spending less than that, or buying ANYTHING wih only 2 channels, will bring disappointment.
What we all want to suggest is that you go to a club to get help. But that will likely result in joining the club which requires joining the AMA, then spending about $500 on glow plane, radio equipment, engine and field support stuff.

You can go visit a club.. and maybe someone in the club will volunteer to help you get better results from the model you have... (a little help can go a LONG way...)
There are inexpensive ways to fly RC... But the LAST place you want to skimp is the radio. You will find that you NEED 4 channels rather quickly. There are 4 basic flight controls to the aircraft... Thrust, pitch, roll and Yaw. If you don't have control over all 4... you will not be able to make the aircraft do some things that you kind of expect from it.
That's probably part of why you are dissapointed in the Firebird. It has minimal control.

If you can get a used engine, then you can go to the span website and see if you can build something cheap. This may/may not be an easy build but it is cheap!
