hello, I got an alredy built global box with a hobby people power pannel. I dont know where to charge it. am I soposed to charge it on the starter jacks?

1. is the battery there and connected properly?
2. Is it a 12 volt charger?
3. LED will ONLY light when connected to battery and in correct polarity (supposedly).[:@]
4. Even if battery is poor condition the LED SHOULD come on, unless it is defective.

yeah the battrey is connected properly & everything works.Only the DC Ampmeter dosent work. Its a wall charger. here is the model I am using: http://www.hobbypeople.net/gallery/350280.asp

The ammeter is for showing how much current is flowing OUT to the glow plug. That is the ONLY time you should see a reading on it.
The LCD on the charger (no mention of one in the website though) should only be on when the charger is attached to the battery. If measured with a meter it (the charger) should have an output ABOVE 12 volts when NOT attached to the battery. How much above varies from charger to charger so I won't give an exact number here but I think I'd expect at least 14 volts without a load. It's possible that you have a defective component.
