how do u charge a glow plug starter

The hobby stores sell a 1.5 volt charger for it.

If you are talking about one of these or similar

you can see that a charger comes with many of them. If you have lost your charger, you can buy one separately

Some power panels also have a place to charge ignitors

Most of the glow drivers out there comes with the charger when you buy it. The ones that Bruce listed are great examples and a good buy.
