bi-wing balancing act?

Default bi-wing balancing act?

I'm good at balancing mono-wings, but how do you balance bi-wings?
Got a tiger moth from ebay, here's the stats:
top & bottom wing is 50 1/2" in length and the wing chord (is that the width?) is 7 3/4", flat bottom design.
Fuselage length is about 42" from tip of rudder to tip of prop shaft.
Any idea how to determine the CG?
Do I balance using the top or bottom wing?

Any idea who's kit/ARF it is? Is it a kit or ARF? They're usually balanced using the top wing but we need more info.
