Pegasus 40 warped fuselage

How do you fix a warped fuselage? Looking at it from the tail the elevator isn't parallel with the wing.

How do you know it's the fuse that's warped? It could be that the stab isn't level or the wing could be off. Is the stab 90 degrees to the vertical fin?
