Default 2 stroke and 4 stroke throttle why are they that way?

Is they any special reason that 2 stroke engines have the throttle on one side and 4 stroke have it on the other...
I have always wondered if it was setup that way for a special reason or is it just that way because?

In most cases, they can be reversed.
