Any plane, whether or not it has dihedral, will roll with rudder input.
Incorrect. While I'm fairly sure the FAA won't certify anything piloted to fly that has adverse roll on rudder input, it's not hard to do with a model. The effect you describe is present and non-zero, but can be over-ridden by other effects, such as the change in AOA due to side slip. And if you use enough anhedral, you can cause the outboard wing to have enough of a lower AOA to cause the plane to roll opposite of the rudder.
