Default Tail wing question: High or low?

looking over the various designs of planes (and this may need to be moved to the builder forum) but is there a difference where the tail wing sits ? I see some on the top, in the middle or on the bottom.

Short answer:
In theory, yes, it can matter.
In practice, on a beginner's plane or typical sport plane it makes little to no difference.

Often it will be located where it is away from the wake of the wing, so that the wing's turbulance won't affect it.

also to stay away from the prop-wash/ slipstream.
