Default Question regarding prop savers

Does the prop saver adapter side screws (as pictured below) screw inward to hold the adapter to the shaft or are the two screws fixed and DO NOT tighten the adapter to the shaft?

The 2 screws serve the dual purpose of holding it to the motor shaft, (acting as set screws ) and retain the prop via O rings or rubber bands.
