You might need to check the o ring on you tank. Take of fuel tube and blow Carefully and softly into tank if you hear air you do not have a tight seal needed for fuel delivery. Its like a vacume seal.

I see bubbles and if I blow hard enough I can hear them bubbling. But my tanks only filled 90%

It shouldn't make a difference whether it's a full tank or not. Have you got the pressure and fuel tubing hooked up correctly?

You may want to turn the idle screw up a little. This will open the needle a bit to let fuel flow better. You can usually bump your throttle on the transmitter while starting and it will fire.
