sts 28 problems

I have an sts 28 in a savage x with the original clutch shoes and springs and the thing seems to idle way too high Ive tried to adjust the idle adjustment but that doesnt seem to do anything at all. I have the idle set rich and and the lsn all the way in because it bogs when I nail it. I noticed some bubbling coming from under the glow plug and the exhaust wont sit in the back of the engine right so smoke comes out of it. I was going to get some stiffer clutch springs and a new glow plug tomorrow any suggestions on how stiff or how to make this work right??
