From what I've been told, yes, it is essentially the same. And the kit really isn't a kit, it's more of an ARF. I recently replaced my slightly damaged Hawk II with a Hawk Sport and much of the assembly is already done. The main mechanics are assembled as are the main rotor assy and tail gear box. As I recall the bushings are installed in the tailboom also. I don't agree with their estimate of 3 hours to get it ready to fly but it took much less time than building my Hawk II.
The hawk Sport, despite it low cost is, in my opinion, the best entry level heli out there. Although I'm a long way from being a 3D pilot it seems like it should be capable of it given sufficient power. It is considerably more solid and less vibration than my Hawk II was, not that the II was that bad.

In a nutshell, the Hawk SPORT is the semi-ARF version of the full kit Hawk IV with the better looking SE type canopy and a higher volume muffler. (But I believe the last production runs of the Hawk IV also included these two features.)
P.S. I fully agree with the observations of ChopperMike re: the "Best Buy" ating he gives the Hawk Sport.
