Both engines are very good.
The TT .46 Pro will do a GREAT job of powering the 4*40. I had a Magnum .40 XL on my 4*40, and with a 11X4 prop had virtually unlimited climb at more than 70 deg angle (just shy of vertical) The TT .46 I have has quite a bit more power... and with a APC 12.25 X 3.75 was taking a plane that weighed 2 lbs more than the 4* straight up, unlimited.
The O.S. .46 FX will have a VERY slight power advantage over the TT. You probably won't notice the difference on the 4*. I don't think there'd be more than 500 rpm difference between the engines, using the 12.25 X 3.75 prop...
Unfortunately... I don't think you can use a prop longer than 11 inches on the 4*40. (unless you change the landing gear...) I'd start with an 11X5 with the .46 size engine. Maybe a Bolly Clubman 11.5 X 5 would clear the ground... on a paved runway.
