For clubs in Belgium (and the Netherlands) there is a searchable database [link=http://www.airtoi.nl/clubs.php3]here[/link].
To use it check the button marked, "België" and in the input field "Provincie" select the part of Belgium you are interested in before hitting the "Start zoeken" (search) button.
The only R/C flying club in Luxembourg that I am aware of is [link=http://www.amo.lu/index.php]Le Club des Aéromodélistes d’Olm[/link], but then it is a small country :-).
