US Gypsum makes a brand of plaster specifically for mold making. It leaves a very smooth surface although you still have to seal it afterward.

If you have any friends who are in to model railroads, ask them. Hydrocal is used for scenery or mountains. It really is not expensive, but often comes in 60 or 90 pound bags. A local H.S. used to sell it by the 10 pound bag for $5 but it got too messy on the shelves.
