Are you laying up a mold or are youlaying upa part?
If you are laying up a mold, 1 heavy coat. If you are laying up a part 1 thin covering coat. Gel coat is not structural and adds wieght to a part. You have to ask yourself if it's necessaryon the part. In a mold it needs to be thick enough to sand out and make minor adjustments and details.

If you use epoxy gelcoat, then you want to apply a good coat, not too thick, and let it sit for about an hour and a half. After that, you should want to apply a thicker coat. I would than wait until it is gelled or more before starting to reinforce.
You should get a nice inner surface for the mold that should require NO sanding or polishing if your plug is well made and well polished.
