I was only wanting an expert opinion on the general design shown on the plans right now, I will be building a model from the plans soon and I wanted someone else's general opinion, good or otherwise...

For general sport flying it's fine as shown but if you plan on stunting it more aggresively then the elevator hingeline should move forward so the overall stabilizer is about 1/2 movable and 1/2 fixed. And I suspect that the nose is going to be a little bit too long to get the balance point at a position where you can do snappy stunts. You're looking for a CG that is back around the 25% point to ensure a responsive stunter.

I'd agree on making the elevator larger. Also I would make a wire connector between the two halves rather than a strip of wood. Your CG should be fine. Airplanes like that need a fairly forward CG, no further back than 15%, and maybe forward of that.
