Factory charged ?

Do lipo batteries come from the dealer or factory with a charge in them or can I safely solder leads to them without fear of a disaster ?

LiPo`s are as far as I have seen charged 50-60% from the manufactor...
NiCd`s are usually close to empty but holds a voltage.
