I have a new looking HeCell 3s pack. It is a 2100 mah and all cells are under one volt. Is there anything I can do to revive this pack, or should it be recycled? What would cause this? I confident I didn't leave it plugged into any esc while not being used?

Throw it on a proper charger and see what happens. The worst thing that can happen is you'll learn the battery is kaput, right?

I put it on my lipo charger and it won't even initialize the charge cycle. I have tried with two separate chargers.

i tricked a charger into charging a pack once by changing the cell count to be less than it really was, but the battery was no good anyway, it took the voltage, but had no power at all.
