The standard recommended charge rate is 1C, which is calculated by taking the mah of the pack and dividing by 1000 to get a amp number for charging.

3300mah / 1000 = 3.3amps - that would be the standard recommendation.

I like to play it safe, and take extra special care of the packs, so I run 85% of the standard recommended charge rate

3.3amps x 0.85 = 2.8amps

No real need to discharge the LiPo's. The only time I discharge them is if they have been sitting fully charged, and I know I am not going to get out for a little while. I generally let them sit for no more than 5 days or so fully charged. Otherwise, you will notice that they will drop voltage over time, sitting on a full charge. Eventually they will drop that voltage quicker and quicker if you constantly let them sit for extended periods of time and they won't hold voltage as well while in use either.
