A123s take a few cycles to settle down. They need to be balanced after every use until they stabilize. If you can access each cell individually, then you can balance them manually.
Unless you know what you are doing you should not use a NiMxx charger. You can get an adapter for SLK Electronics for a lot less than a new charger.

I do know that some NICAD & NIMH peak detecting chargers WILL RUIN A123 cells with over charges. Done that.
Try to afford a FMA CELL PRO 4 charger for A123 cells. It does up to 4 cells completly automaticly every time. No need to buy anyother stuff ever.
