ESC problem

Hello, I am new to electrics and am having trouble getting a new ESC working correctly. I purchased a new Great Planes SS-60A ESC (GPMM1850) to go along with a Rimfire .46 Outrunner brushless motor being powered by a Turnigy 3300mAh 4 cell battery.
When I power everything on and connect the battery to the ESC I hear the beeps and everything seems normal, but when I advance the throttle the motor doesn't spin until the throttle stick is about half way up. Once the motor kicks on it's spinning at a pretty good speed, not close to an idle. There is no way I could taxi the plane with the current setup as it would be way to fast. What am I doing wrong?

With TX on try this: put the throttle all the way forward/ open. Plug in the battery, after the beep move the throttle down to the off position. Now unplug the battery, turn the TX off. Now turn the TX on and proceed as normal.
