Default what difference does motor "OHM" make?

i want to make a micro heli but i dont know whats the difference between the motors...
there are some 11ohm and 27 ohm.

i know that ohm is the resistance
but does this mean that if the ohm is higher, the motor will run slower..

if so,, how fast will a 4x15mm motor on 40ohm work?
