Help with setting up Zoom 400 speed controller

I have bought a second-hand Zoom 400, (yes, I know, my first mistake), anyway the problems I am experiencing is the speed seems to be only going about a third of the speed that it should be going, it will NOT lift off.
I have tried another fully charged battery on it and am getting the same results, I have been told that either the motor or speed controller has had it. I have also been told that it might just be that the speed controller needs to be set up, as this is a second-hand piece of kit, I don't have instructions for the speed controller.
Is there anyone out there kind enough to give some help on this matter, by the way, the speed controller is a Jeti JES 020.

I have a JR CPM 9x, the throttle curve is set normal as follows;
Point-L = 0.0%
Point-3 = 50%
Point-H = 100%
it is a 5 point curve
in = 0, out = -15 at lower stick
in = 100, out = 100 at high strick
