I was reading somewhere that moving the weights all the way in makes the heli more sensitive on the controls but overall easier to hover, anyone tried this idea?

It's correct that placing them towards center makes it more sensitive but that doesn't make them easier to hover, it's the opposite, it will become more twitchy.
The heavier the head is (the mass that rotates) the stronger the gyro effect is and the calmer the heli will be.

Remove the flybar weights entirely. It will make the heli easier to hover.
It is true that flybar weights make the FLYBAR more stable.
For lightweight micros you NEED the fast response. Dampening it merely delays reactions leading to larger then needed control inputs.
I think that they become useful in larger helis, but they are a myth for micros.
