Default Head speed

Do electrics use any kind of governer to maintain head speed. Or do the motors just like to turn at one speed like A/C motors.

Brushed motor controllers vary the motor speed by altering the (average) voltage supplied to the motor. It is actually the full battery voltage that is applied in pulses of varying widths, but this looks to the motor like varying voltages. I am not aware of any brushed motor controller that has a governor.
Brushless motor controllers vary the speed the same way, but they also analyze the impedance to determine what phase of the motor needs to be excited. Since it is aware of how fast the motor is turning, it can also govern the speed of the motor. Many brushless motor controllers have governors.
