Hello from TOMP.
I think Thomas Nelson made that himself (from my reading threads at the "other" RC web site forums
I see free plans for it at www.parkjets.com. Click the free plans link at the lower left and scroll down until you find "Thomas Nelson's SU-27 Flanker" amond all of the other free plans.

It's a nice one isn't it. I had my eye on it as well.
