RE: chosing a plane
The Beaver is a small foam plane, easy to build, 39" wingspan. GWS makes floats for it.
It's around $40 with motor and prop.
It doesn't have ailerons so a 3 channel radio can be used. You can get one for around $100.
The Hitec Neon is a nice 3 channel. Comes with small light receiver and servos. Don't get the version with the Feather receiver though. Here's a link for the Beaver.

I like Tower Hobbies.
If you are thinking ahead to more advanced planes then a 4 channel would be better. Could get one for around $130.
You also need one or more battery packs and a charger. Get a peak charger.
Here is an inexpensive peak charger for small battery packs.

There are many choices. These are only some that will work with small park flyers like the Beaver.

foamaholic,
I'm guessing that ap is aerial photography. Is the Beaver a good platform for this? If its comparable to the Estarter, then I would think not... Do you have any links to show how this has been done?

RE: chosing a plane
Havent seen aerial photography on the Beaver. Might be hard to mount a camera. Would have to be on the cg.
I'm sure it could be done. Would need a lightweight camera or lots of power. The Beaver just isn't that big.
Many people use the Slow Stick for photos.
Could look through the Aerial Photography section of RC Groups.
