Default Unsteady Top RPM any ideas?

I'm almost finished converting a way cool redmax hedger engine, 23cc. I say way cool because the flywheel is in the back, like the "RC" version. Most Redmax engines have the flywheel in the front. Anyway, I put an 11mm Walbro carb on it, which I don't think is too big. It has good spark, starts up and idles well, pulls great up to top rpm, but then begins to surge a bit. I've got a brand new intake, gaskets , etc,, on the engine. It turns a 16x6 Master airscrew up to 8500 rpm, but then dies out or surges. When I richen it up, it kind of slugs along at 7500 rpm.

Any brainstorms would be appreciated, Thanks!

You may have a problem relating to the flow of air over the vent on the metering side of the carb or across the carb inlet.

What would be a good countermeasure? A Vel stack maybe? Thanks

First try a stack with the slant facing the wind.
if no results..
Try turning it slightly. Go up or down or to the rear if necessary.

The vent on your metering diaphragm may be turned to another quadrant or you may have to solder a tube to the vent hole and run a piece of rubber line back inside the fuselage.
