RCU Toolbar doesn't work

RCU Toolbar doesn't work
After having to format and reload my machine, I downloaded and reinstalled RCU toolbar. I am running Win XP w/SP2 and all current updates, and Internet Explorer 6. I have selected RCU toolbar in IE. It installed a bar under the Address bar but, all that shows up in the bar is the word menu on the left end. Any ideas out there on what might be causing this? I had it installed on this same configuration before the reload. Thanks.
