First off I really like RCU and I like the job you guys do here.
I use RCU a lot and have gained many years of knowledge that I otherwise would have never had a clue about.
Having said that, I wish there was a little more serious policing of all the off topic threads.
It seams like people just have a random thought and they just post it in any forum they wish.
I hang out in the Warbird forum a lot and it seems like there at least one thread started everyday that has nothing to do with Warbirds. It is so annoying and it just clutters up the useful posts.
Would it be possible to have a contact link installed for the forum mod when someone starts an off topic thread?

This is correct. The best way to take care of situation such as this is to report the thread. Once reported it is assigned to a moderator who will look at the situation and take appropriate actions. I'm not trying to make any excuses for any moderators here, but please realize that there is a LOT of material to cover on RCU and sometimes moderators don't get to see everything posted. All the moderators here are not paid for their work on RCU and do so on their own time in order to help RCU be the great online resource that is it.
