I imagine that it depends upon several factors including whether they feel that they need more moderators of not.

on the Mod app what dose "Reference" mean? like the person who gave the link to the app? or what.

I think they mean that they want the name of someone who would recommend you.(ex. you give them the name and email of a friend and they(the person checking your application) ask the friend whether they(the friend) think you would be a good person for the job.)

Yeah, that makes since, but I didn't have the persos email I put but he is on RCU so they could talk to him
