I think they mean that they want the name of someone who would recommend you.(ex. you give them the name and email of a friend and they(the person checking your application) ask the friend whether they(the friend) think you would be a good person for the job.)

Yeah, that makes since, but I didn't have the persos email I put but he is on RCU so they could talk to him
