Trying to set a function for a 3 position switch

I am using a Futaba 8FG radio with a hexa copter which is using a Wookong flight system.
The gist of what I am trying to do is set a 3 position switch to select 3 different flight modes, this must be done on channel 7.
Each mode is selected by a position on the switch matching a travel value, one typical example of doing this given was to use a 3 position switch to select one of 3 gyro rates on a channel. This transmitter does not appear to have such an option. Another method suggested was to use the governor function on channel 7 and adjust the end points. Doing this I can select any 2 of the three but not 3 distinct positions. I have repeatedly posted for help on the multi rotor forums but get no reply, so I though I would try here.

A 3-position switch being what it is, naturally only has two movements. If you are wanting three distinct different rate changes, without having the first or main position be a specific setting, you will need to put the last rate change on a different switch.
When using a 3 position switch, the back (or UP) position is considered the first position. Center would be the second position and Down is the third position.
