11 - 14

I noticed on some new raidoes you can't get Channels 11 - 14, is there a reason why?

This is usually on the small, single-conversion receivers. They can sometimes be affected by signals in the higher channels. To eliminate the potential problem that the simple receivers may have, it was decided to not make them available.
